If you modify [max weapon Proficiency or Proficiency multiplier], your save file will become permanently incapable of acquiring skills. I have confirmed that skills (controls) acquired after battles, not in-game, are not applied. I have ruined a save file that I played for hours because of this. I do not know English, but I will leave a note for you.

I just tried . I increased the rank of a weapon to the next grade and got the battlearts . And I am still able to acquire talents on the talents tree. Or do you mean battlearts tome that you get from the old man in the open world ?
I confirm and this also prevents the success to be unlock, it is certain attacks that do not unlock, such as the block + strong of the spear or the last combo of the sword.
You can use the latest trainer’s Edit Proficiency options to lower your weapon proficiency levels, then level up again to properly unlock those skills.
